Hartlepool Borough Council employ over 2000 people in a wide variety of roles, and as a Job Analyst you can help us to ensure that each employee is paid fairly for the work they do. You’ll critically analyse job descriptions and person specifications for diverse roles across the council, and contact managers to find out supplementary information, in order to answer detailed on-screen questions about the requirements of each role.
You should have previous employment experience involving detailed interpretation of written information, but specialist analytical experience is not necessary. We’ll give you plenty of training and constructive advice to help you develop the necessary understanding and skills. You will need to be keen to learn, able to retain detailed information, and concentrate for lengthy periods. You’ll also need to be well organised, and prepared to work independently and conscientiously.
Three new permanent roles are available, each working 12 hours per week. You will start on 1st July 2025 with initial group training for the first three months on a structured working pattern Tue, Wed and Thu 10am-2pm. After that the working pattern is flexible with hybrid working opportunities. We’ll provide all of the equipment you need to work from home.

About Job Evaluation
As a Job Analyst, you’ll be a member of a small Job Evaluation team within Human Resources.
Job evaluation is a systematic process designed to measure the requirements of different jobs, to allow them to be graded and paid fairly. All new or changing roles should be evaluated, to determine the appropriate grade and pay for the role.
So how does it work?
Drawing information from the job description and person specification, our Job Analysts use computerised software called Gauge to answer detailed questions about each role. The key requirement is the ability to take into account all of the detail, both in the questions and the information provided about role – advanced keyboard skills are not necessary.
If any clarification or additional information is needed, the Job Analyst contacts the manager either by email or via Teams; excellent oral and written communication skills are essential in order to explain exactly what is required.
All draft evaluations are checked in detail: by other team members and trade union colleagues, and also by the relevant manager. This is important, to ensure that evaluations and pay grades are as robust as possible. Job Analysts must be prepared to respond positively to constructive criticism, and be willing to amend their work in order to get the details right.
When each evaluation has been agreed, the software automatically generates a score for the role which determines where it sits within our pay and grading structure.
